The Victoria-Vanuatu Physician Project is a not-for-profit registered society in the Province of British Columbia. It is independant with no specific religious affiliation. Its membership is composed of physicians and their families who have served in Vanuatu or are planning to serve there. Other members include individuals with an interest in the project.

ViVa has a Board of Directors and an executive consisting of President, Secretary, and Treasurer. The position of President is usually held for a period of 6 months by the returning ViVa physician. The position of Secretary is usually held for a period of 6 months by the physician who is scheduled to serve in Vanuatu the following year. Membership meetings are held in Victoria on a regular basis throughout the year.

A written agreement between the Government of Vanuatu and the Victoria-Vanuatu Physician Project describes the responsibility of ViVa to supply a Canadian physician to fill the role of Medical Superintendent of Tafea Province on a rotating basis every 6 months.
